Descrption a blob of metal luanches a thousand needles with chakra at super high speeds. The needles are razor sharp so they can tear flesh apart. A master ninja can sterch the blob to encircle the enemy. The Jutsu is made by heating up metal with Chakra . When the needles leaves the metal blob they cool down.

Stamina drain:20 to self
Health drain: 100 to oppnent

He can still make the jutsu for his clan. That doesn't mean the jutsu cant be approved, because look at danny_lee's clan jutsu he has all those jutsu and he's just genin elite.
