Ninjutsu: Jiraiya's greatest strength is his complete and utter awareness of his surroundings and intuitive knowledge on the perfect situational jutsu to use. In his very first encounter he used Kuchiyose: Gamaguchi Shibari, which achieved maximum effectiveness due to the environment. In all of his fights, we see him use Ninjutsu in superb conjunction with the environment whether it be using wide open terrain to sink giant creatures with Doton: Yomi Numa or close-quarter pipes to meld via Gamadaira Kage Ayasuri no Jutsu and devastate S-ranked shinobi such as Konan and Nagato.

In terms of hype, which I'm putting in blue for the remainder of this thread, it should be noted that we've never seen the true extent of Doton: Yomi Numa as he sunk an enormous serpent with only a fraction of his power. With the aid of Ma and Pa in Senjutsu Jiraiya could quite feasibly sink an entire village just as easily as he could burn it up with combinations of offensive infernos with Gambabuta's oil.

Taijutsu: While Jiraiya doesn't seem to rely on Taijutsu much at all, instead preferring to attack with summons and various combinations of Ninjutsu such as Ranjishigami no Jutsu, it should be noted that the author felt it worth mentioning that Jiraiya's proficiency and knowledge in Taijutsu was equal to that of the genius Neji Hyuga and only surpassed by Taijutsu specialists such as Gai and Lee. I believe only the green beasts, Tsunade, and Kimimaro are more talented in Taijutsu should they close the distance.

Additionally, with Senjutsu, not only does the idea of getting closer to Shima, Fukasaku, and Jiraiya seem less appealing, but even if the above names were to land a hit on Jiraiya he would be more than capable of tanking of it. This is, after all, the man who had several metallic spears stuck through him with his throat crushed and still managed to get back up. The man can take a beating and will most likely have summons surrounding him just waiting to help out. He always has Hari Jizō if he's in a snag. Just don't come in striking distance, it's not worth it.

Genjutsu: While Jiraiya admits to not having the ability to use Genjutsu well on a few occasions, he does understand that one doesn't have to be brilliant in Genjutsu to defend against Genjutsu. He also acknowledges, as the wise sage that he is, that the method of overpowering Genjutsu would sometimes fail against particularly brilliant Genjutsu users and that in some cases you needed someone on the outside to help when the younger Naruto asks him the innocent question. He likely has experience in defense due to Orochimaru being an alleged master of the art according to the databook.

It can be assumed that if Jiraiya is aware his opponent is a Genjutsu master surpassing the point where he himself can break out of it with raw chakra expulsion then he would summon support as a makeshift counter. Additionally, although he wasn't aware of the specifics until his final battle, his summoned support has terrifyingly potent auditory Genjutsu in the form of Magen: Gamarinshō. While the range is undetermined due to the bodies Nagato summoned beforehand being unaffected, the sound no doubt carries dozens of yards at the very least and many more if in an ideal environment, which we already know Jiraiya is brilliant at using, such as metallic, echoing pipes.

Intelligence: I've already mentioned this in an off-hand sort of way. Jiraiya is absolutely and blindingly brilliant at using the environment to his advantage. It's a very crystallized intelligence that is the result of his tremendous knowledge as a Legendary Sannin. You can look above, and literally almost every link thus provided is either the action or the aftermath of Jiraiya making all the right moves by banking off his surroundings. In terms of IQ, he's likely above average, but in terms of absolute knowledge he stands at the top of Narutoverse and may only be surpassed by the likes of Orochimaru and Hiruzen.

Lets not forget the fact that when Jiraiya is pushed in to a corner with a problem he's having difficulty solving that he summons two 800 year old Sages to help him out and stop his one major vice in terms of battle intelligence: [url=http://www.mangatoshokan.com/read/Naruto/Japflap/147]around. Shima and Fukasaku may be somewhat deaf, a tad senile, but their combined senses accentuates Jiraiya's tactics enormously. Even if he's too pressured to formulate completely, his partners will finish the train of thought and verbalize the analysis for him.

Strength: Jiraiya's base strength is relatively unsupported due to his preference for Ninjutsu, but he certainly was able to lift Naruto clear off the ground with the touch of his finger in a very Tsunade-esque fashion. The databook certainly has him listed as one of the most physically powerful characters who is only going to be overpowered by the crazy Taijutsu specialists or otherwise unreasonably strong characters.

This may be Jiraiya's Senjutsu-enhanced strength in action although there is no way to verify that it wasn't a technique. Still, you can expect Jiraiya's already tremendous strength to be significantly amplified when using Senjutsu. We can see Jiraiya's kick here and here. It doesn't look like a pleasant experience.

Speed: Base Jiraiya seems to be a jack-of-all trades and master of none type of character. While he has no speed feats in his base form that I'm aware of, the databook lists him as being somewhere in between Orochimaru's and Asuma's overall level of speed, which is pretty freaking fast if you remember Orochimaru flashing in front of Yamato or Asuma dispatching the dozens of Chuunin in an instant.

With Senjutsu that 4.5 in the databook easily rises to compete with the capped characters as shown here when he lands a massive attack before his sandal, which had a head start, hits the ground. And then he dashes past Nagato. Granted this may be the Sasuke fallacy in the sense that Nagato, like Naruto, observed the action, but chose not to react.

Stamina: Have you ever seen Jiraiya tired? No? Well that's because he has jinchūriki and undead levels of stamina. Kakuzu has five separate chakra supplies and he still has less than Jiraiya. There isn't really much more to say. Jiraiya was able to learn Senjutsu because of his freakishly large pool of chakra.

And it only gets worse when he's using Senjutsu to amplify his techniques thus saving him a great deal of chakra that he would otherwise have to pour in to his jutsu to make them that powerful. Essentially he already had the chakra supply of five shinobi, but with Senjutsu, that number reaches fifty.

Hand Seals: Jiraiya has a 4.5 in hand seals, which is a lot of knowledge and quite a bit of proficiency that is surpassed by only a few shinobi such as Kakashi and Orochimaru.

The man doesn't need hands to use his hair.

Fuinjutsu: Jiraiya a Fuuinjutsu beast, it's where a great deal of his true deadliness derives from. No one else in the manga has been shown to manipulate space in the way that Jiraiya does. Using his Kekkai: Gama Hyōrō any opponent who lacks penetrating insight or a cautious nature may find themselves sealed in to the belly of the gourd toad after a moment like poor Animal Realm was. We have also seen him seal fledgling Amaterasu flames as well as possess an acute enough understanding of Fuuinjutsu to unseal Orochimaru's chakra suppression seal.

With preparation against a particular opponent Jiraiya would be a deadly force due to his knowledge of sealing. I can see him preparing an absorption seal for Amaterasu...
